JACKSONVILLE -- Sept. 10, 1999 -- Sponsored by Congress, JSU Eminent Scholar Glen Browder and three other U.S. leaders will visit Senegal, Africa where they will present a week-long seminar describing how a democratic society handles military relations and national security.

A series of presentations will be presented to encourage discussion. Following the discussions, seminar participants will work in mixed groups to further exchange views and participate in simulation exercises.

Some of the topics of discussion will be defense budgets, peace operations, domestic crisis, national security processes and legislatures.

Browder will lecture on the defense budget process, legislatures and civil-miliary relations in a democratic society.

Other lecturers include Col. Suzanne B. Gehri, Col. Bryant P. Shaw and Anniston native Douglas Porch.

Browder said that rather than telling Senegal how it should solve its problems, seminar faculty will present examples of how the United States and other nations handle their military and defense relations.

"We are careful not to push our system onto these countries," said Browder.

Browder has traveled to Mongolia, Columbia and Honduras in the past year as part of this program.
