Parking Regulations

Jacksonville State University Police Department has the authority to promulgate and enforce rules and regulations for the operation of motor vehicles on campus. The responsibility of obtaining knowledge of parking and traffic regulations rests with the motor vehicle operator. These rules and regulations are subject to enforcement on a year-round basis regardless of whether or not school is in session.

These regulations are provided and enforced to ensure the safety of drivers, pedestrians and property, as well as provide adequate parking facilities for all who drive a vehicle on the Jacksonville State University campus. A parking and traffic plan can be successful only when all faculty, staff, students and visitors abide by the governing regulations.

Each faculty, staff, and student of Jacksonville State University who operates a vehicle on campus must register their vehicle with the University Police Department. Registration is available on your MYJSU account. Log in to your account and click the purchase decal link.
  1. REGISTRATION

    1. Faculty, staff, and students are required to register their vehicles each year prior to the beginning of the fall semester or prior to the first term of enrollment. Vehicle registration is available (24) hours a day for all faculty, staff, and students. Parking permits are $35.00 per vehicle.

      Upon proper registration, the online process will issue a confirmation message that contains the license plate number and a processing number. Print this information out for your record. Bring this print out and your current tag receipt when picking up your student parking permit to UPD.

      Parking permits are valid from September 1st to September 1st of the next academic year. All drivers must provide the following information to the University Police Department when applying for a parking permit:

      1. Name and Address
      2. Valid Driver’s License
      3. License Plate Information
      4. Vehicle Make, Model, and Color
      5. Current Tag Receipt or Copy. This must be presented when picking up parking permit at UPD.


    2. Permits will be available for pickup after August classes begin each year at the University Police Department after registration.  Anyone requiring special consideration should contact Buddy Smith at bsmith@jsu.edu or 256-782-5566 and Karen Bates at 256-782-5287.

    3. Faculty, staff and students are responsible for picking up their parking permit within the first two weeks of the semester. Failure to properly display parking permits will result in citations for "NO PARKING PERMIT DISPLAYED". These citations will not be voided at the University Police Department.


    4. J-TAG REGISTRATION

      If you have applied for and purchased a Jacksonville State University license plate from the Division of Motor Vehicles, you are eligible for one (1) complimentary University parking permit each year. During the online registration process, persons with a J-TAG should choose the J-TAG payment option. The University Police Department will verify all parking permit application information for accuracy. Any misrepresentation of information will result in suspension of parking privileges and criminal prosecution.



  2. REGULATIONS

    1. Jacksonville State University reserves the right to remove vehicles when in violation of the Code of Alabama, Rules of the Road and ordinances of the City of Jacksonville. Jacksonville State University assumes no responsibility for damage incurred while moving said vehicles. These Titles and Resolution refer to violations such as parking on sidewalks, within an intersection, on a crosswalk, in front of a driveway, near a fire hydrant, where prohibited by regulation, when the vehicle is determined by a police officer to be a hazard, or when a driver is arrested. Vehicles may also be towed when parking privileges have been revoked. The University Police shall have such vehicles removed to a place of safety at the owner’s expense.

    2. The University reserves the right to deny, for cause, any person the privilege of operating or parking a motor vehicle on University property as determined by the Chief of Police.

    3. The University assumes “no responsibility” for losses from fire, theft or any other causes when vehicles are parked on University property.

    4. The Faculty and Staff will be issued one (1) parking permit per registered vehicle each year. Failure to properly display parking permit may result in parking citations for "No Parking Permit Displayed." Faculty and staff have the option to move their parking permit between vehicles if they choose. Faculty and staff must remember to display parking permit in the vehicle they operate on campus.

    5. All parking permits should be hung from the rear view mirror. The parking permit must be visible.

    6. Persons loaning their vehicles to others are responsible for any citations issued to that vehicle. The decal may not be used by anyone other than the owner of the decal. JSU Decals are used as one method to verify the legitimacy of person parking a vehicle on campus.

    7. In the event of a mechanical failure of a vehicle, the owner or driver will be responsible for the vehicles removal as soon as services are available. The University Police Department should be advised of the vehicle's location on campus. Any vehicle blocking a fire hydrant, roadway, or intersection will require immediate attention. Such vehicles are subject to towing at the owner's expense.

    8. Students are responsible for registering all vehicles that they operate on campus. The transfer of parking permits by students from one motor vehicle to another is prohibited. The swapping of parking permits will result in driving privileges being revoked on campus for the owner of the decal and the person using the decal. When ownership of a vehicle changes, the new owner must re-register that vehicle in his or her name.

    9. Upon accumulating three (3) parking tickets and/or parking illegally, vehicles will be booted or towed and parking privileges may be suspended or revoked.

    10. Violators will have (48) hours to have UPD remove the boot immobilizer. If a vehicle owner fails to have the boot immobilizer removed within the allotted time; the vehicle will be towed at the owner's expense.

    11. Violators will have until 4:00 p.m. each business day to meet all requirements in order to have the boot immobilizer removed. Vehicles that are booted and remain on campus after the 4:00 p.m. deadline will remain booted until the next business day. The vehicle owner must register their vehicle, pay all unpaid parking citations to include the boot citation to the Bursar's Office, bring the red boot notification card and a receipt from the Bursar's Office to the police department, pickup their parking permit, and display their parking permit on their vehicle before the boot immobilizer will be removed. (Unauthorized removal of the boot will result in criminal prosecution).

    12. Temporary permits are available free of charge to students, faculty, and staff if it is verified that the person has a valid parking permit for the current school year, if a registered vehicle is in the shop or cannot be driven for any valid reason. Failure to obtain a visitor parking permit may result in parking citations. Citations will not be voided by the University Police Department. Visitors and guests must secure a “Visitor Parking Permit” from the University Police Department or the Visitor Center. Visitor permits are available 24 hours a day 7 days a week at UPD. Visitor permits are valid for a maximum of (10) days.

    13. The University Police Department no longer replaces parking permits at no cost. All replacements will be charged at the normal $35.00 rate. If your vehicle was involved in an accident and your parking permit was destroyed, the University Police Department will issue you a letter for your insurance company requesting reimbursement. Final decisions rest with insurance carrier. The registration section must be updated at UPD. If a student plans to switch the decal to a new vehicle, registration information must be changed at UPD before the decal is placed on the new vehicle.

    14. The University Police Department will charge outstanding parking citations on a monthly basis. The University Police Department does not accept money for parking permits or parking tickets. Payments of fines should be made at the cashier’s window at the Bursar’s Office at Bibb Graves Hall.

    15. Faculty, staff, and students applying for a temporary Jacksonville State University handicap parking permit must register for their parking permit before applying for their JSU handicap parking permit at the University Police Department. Additionally, written documentation from your physician stating length of temporary handicap parking permit is required. Information may be faxed to the University Police Department at 256-782-5286.

    16. Faculty, staff, and students applying for a permanent Jacksonville State University handicap parking permit must register for their parking decal before applying for their JSU handicap parking permit at the University Police Department. If you have been issued a state handicap license plate or hangtag, you must bring proof to University Police Department and you will be issued a JSU handicap parking permit without further documentation. The Jacksonville State University handicap parking permit must be displayed in front of the Alabama Handicap hang tag on the rearview mirror.

    17. Motor vehicles are to be kept in safe driving condition while on University Property.

    18. Motor vehicles are not to be loaded in excess of normal passenger capacity, or any outside area of vehicle (trunk, hood, top or bed of truck).

    19. All regulations and signs governing the use of motor vehicles must be observed at all times.



  3. APPEALS COURT

    The University has a traffic appeals court which meets once a month during the school year. Every student, faculty, and staff member has the right to an appeal. Instructions for applying for Appeals Court are printed on the back of each parking ticket. The traffic appeals court consists of student representatives of the Student Government Association. If no appeal is filed, traffic violations must be paid at the Bursar’s Office in Bibb Graves Hall.

    1. Parking appeals must be submitted online at police.jsu.edu/parkingappeal.html within five (5) days of the date on the citation. Once your appeal has been processed, you will be contacted via e-mail by the University Police Department. The e-mail will include the status of your appeal and the date that you are to appear in appeals court.

    2. Appeal dispositions are available online at police.jsu.edu/parking_docket.html. Dispositions will be posted within (24) of appeals court. Dispositions from Parking Appeals Court are final and binding.

      ** Failure to appear on the assigned appeals court date will result in a guilty verdict. All guilty verdicts will result in an additional $5.00 processing fee.

      NOTE: You must bring the original ticket to appeals court to complete the appeal process. If you do not have your original ticket, you must bring the copy of the ticket that was e-mailed to your Jacksonville State University (GEM) e-mail account.

  5. TRAFFIC VIOLATIONS

    The University Police Department has concurrent jurisdiction with the Jacksonville City Police Department and the University Police Department enforces all Alabama Traffic Rules and Regulations on and off campus.

    The University Police Department has the option of issuing an Alabama Uniform Traffic Citation (UTC). The Uniform Traffic Citation is processed through the Jacksonville Municipal Court on the citation's designated date and time. Failure to pay or appear in the Jacksonville Municipal Court will result in a Warrant for your arrest, and may result in the suspension of your driver's license.

    The University Police Department also has the option of issuing an On Campus Traffic Citation (OCTC) for minor traffic offenses. The On Campus Citation is applicable to students on University property. The On Campus Traffic Citation will be processed through Student Government Appeals Court process if requested. Violators may appeal the citation by completing the Traffic Appeals Court Form online at police.jsu.edu/parkingappeal.html.

    * The speed limit on campus is 20 miles per hour. All state and local traffic laws are applicable on campus.

    ** Pedestrians in crosswalks have the right-of-way.

    *** A driver commits a noise violation when a stereo/audible device can be heard from a distance greater than 30 feet.


  6. ACCIDENTS

    When a traffic accident occurs on University property, the accident should be reported to the University Police Department. Vehicle(s) should not be moved until the investigating officer instructs the driver(s) to do so.

    A copy of the accident report will be furnished to all parties free of charge. The copy may be obtained at the University Police Department Monday through Friday during normal business hours. Accident reports are available for pick up after the 3rd business day between 8:00 a.m. to 4:30 p.m.

    Alabama State Law requires that all vehicles operated on Jacksonville State University property be insured with at least liability coverage.


  7. PARKING AT UNIVERSITY OWNED APARTMENTS

    Parking at University owned apartments is reserved for residents only. University Police may ticket vehicles when improperly parked at University owned apartments. Upon request, UPD may remove vehicles that are not authorized to be at that location at the owner’s expense.


  8. DEFINITIONS

    1. Motor Vehicle- Every vehicle that is self-propelled, having two, three, or four wheels.

    2. Student- Any person registered at Jacksonville State University for at least one credit hour.

    3. Faculty and Staff- Any employee of Jacksonville State University as defined by the Human Resources Office. (Graduate Assistants do not qualify for faculty and staff parking privileges.)

    4. University Property- All property owned by Jacksonville State University to include Campus Inn Apartments, College Apartments, Crow Hall, Daugette Hall, Dixon Hall, International House, Jax Apartments, Logan Hall, Pannell Apartments, Patterson Hall, Penn House Apartments, Colonial Arms and Sparkman Hall. Anyone who parks a vehicle on university property must have a parking permit properly displayed even if they park in areas where there are no painted curbs.

    5. No Parking Permit Displayed- The vehicle that is parked on campus does not properly display a parking permit for the current school year.

    6. Improper Parking- The following violations are enforced 24 hours each day. Vehicles found in violation of the below listed infractions are subject to being booted or towed at the owner's expense. (Parking on Sidewalk, Parking On Grass, Parking On Crosswalk, Double Parking, Blocking Handicap Access Ramps, Yellow Curbs, Loading Zones, Dumpsters, Mail Center, Computer Center, and Telephone Services Spaces.)

    7. Obstructing Traffic Flow- Vehicle is parked in a manner that creates a traffic hazard or obstructs vehicle or pedestrian traffic flow.

    8. Parking in Handicap Zone- A vehicle is parked in a space that is designated as reserved for persons with special needs.

    9. Overtime Parking- A vehicle has been parked in a parking space longer than the posted sign designates.

    10. Improper Permit Display- A citation for improper display will be issued if the parking permit is displayed anywhere other than the rear view mirror or if the parking permit is temporarily on the lower passenger's side windshield.

    11. Boot Immobilizer- The boot immobilizer is a device that is applied to vehicles that are found in violation of University Parking Rules and Regulations. The boot immobilizer will be removed once the owner of the vehicle is identified, all outstanding parking citations are paid, and the owner purchases a parking permit. (Unauthorized removal of the boot immobilizer will result criminal prosecution!)

    12. Visitor Zone- These spaces are reserved for persons visiting the University who are not currently enrolled as a student or employed by JSU.

    13. Yellow Curb- Parking on a yellow curb is not alloyed anytime (These infractions are enforced on a (24) hour basis.) Vehicles are subject to being towed.

    14. Commuter Zone- Students are only authorized to park in commuter zones if they have applied for and have been issued a commuter zone parking permit.Visitor Zone- These spaces are reserved for persons visiting the University who are not currently enrolled as a student or employed by JSU.

    15. Faculty & Staff Zone- Faculty and staff are authorized to park in both the commuter zones and faculty/staff zones if they have applied for and have been issued a faculty or staff parking permit for the current school year.

    16. North Zone- Students are only authorized to park in the North Zone if they have applied for and have been issued a North Zone parking permit for the current school year.

    17. South Zone- Students are only authorized to park in the South Zone if they have applied for and have been issued a South Zone parking permit for the current school year.
