Department Goals

The University Police Department provides a diverse and highly visible range of public safety services designed to-reduce crime, protect life and property, and support Jacksonville State University in the accomplishment of its institutional mission. As a customer oriented service provider, the professional staff utilizes innovative law enforcement programs as well as established community policing techniques to provide a full range of services to the campus community as well as to the larger Jacksonville community.

Goal Number 01- Provide for a safe and secure campus environment that allows the University to perform its mission.

Objective: 1.1

Provide a safe and secure environment for students, staff, faculty and visitors on campus.

Strategy / Assessment / Success Criteria

Initiate crime prevention programs that include campus housing, athletics, and the general campus. Increase and improve the quality of informational presentations by Adopt-A-Dorm officers to students residing in campus residence halls and Fraternities on most common occurring crime. Include personal protection information for university employees and students. Inform and involve the entire campus community in crime prevention issues and crime prevention programs. Reduced crime rate in specific areas of violent crimes and thefts. Reduce the overall crime rate on campus. Purchase Safety Security Vehicle.

Seek to improve the overall capability of the University Police Department by reclassifing the dispatchers from student workers to full time employees. This reclassification should be accomplished during the school year 2006/07.

Strategy / Assessment / Success Criteria

Seek approval to fund positions through an increase in decal and fine costs. Determine the number of full-time dispatchers needed. Conduct personnel study to determine costs for salary, benefits and training. Request and receive funding for UPD personnel budget. Hire four full-time dispatchers and two part-time dispatchers. When full time dispatchers are hired, trained and working at UPD. Increase funding of student workers to meet increasing demand for services at special events and for security.  Student worker funding should be increased by 21K.

Increase police officer positions each year until the recommended number is obtained to meet increasing demands. Increased position authorizations and hiring must begin in school year 2006/07.  National average is 2.5 police officers per 1000 in service population. This formula includes police staff and police management positions. UPD currently is manned at 14 sworn positions. Using the national average, manning should be at 26 sworn police officers.

Fund positions through annual fine/decal increase. Fund and hire one additional police officer position per year until recommended levels are obtained. One Police officer is hired per year until recommended levels are obtained.

Provide for a safe and secure environment through motorized police patrols, automated police management systems and computer assisted dispatching. Improve the campus community crime prevention program.

Strategy / Assessment / Success Criteria

Purchase a motor vehicle for police supervisor so he can supervise officers on patrol. Begin a crime prevention program targeting the most vulnerable populations. Purchase of new vehicle beginning during 2004/05, and annually thereafter for patrol operations. Officers and police managers will use an automated police management system to better report and analyze crime incidents and trends. Receive increased funding to cover increases in operational costs such as fuel, maintenance, training, safety equipment and uniforms. Recieve funding for computer upgrades and mobile data downlink system.

When a new vehicle for supervisors is purchased and a system is in place to annually purchase a vehicle.

When all officers attain an acceptable level of competence using automated reporting systems. Funding made available for annual maintenance fees for automated systems.

Reduce traffic flow and parking problems by collaborating with faculty, staff and student groups to establish a comprehensive traffic and parking plan. Become more efficient with parking citations for parking violators. Hire a full-time parking enforcement officer.

Strategy / Assessment / Success Criteria

Provide input into future construction projects ensuring adequate parking facilities. Meet and work with action groups to resolve parking issues. Purchase an automated parking violation citation system in 2004. A Traffic and Parking Committee was established to discuss problems and make recommendations to the administration. The committee recommended that classes be distributed evenly throughout the day at all campus locations to prevent congestion between 8:00 a.m. and 12:00 noon. It also recommended that the part-time parking enforcement officer be hired as full time to enforce parking rules and regulations, and that parking fines be increased. Critical traffic and parking problems will be reduced or eliminated. Parking enforcement specialists enforce parking rules and regulations. Meeting with action groups and university administrators to agree on a combined strategy of capital improvement for parking and class scheduling considerations. Increased satisfaction from the service population has been indicated on several citizen surveys.

Objective: 2.2

Reduce improper parking on campus by changing the part time traffic enforcement officer to full time.

Strategy / Assessment / Success Criteria

Change part time parking enforcement officer during 2005. Reduce improper parking complaints from staff and faculty. A measurable increase should be observed in the parking fine revenue from what was received by the University in 2004. Monthly fines should increase by at least 5K, will increase overall revenue for the University.

Reduce traffic hazards at identified locations by visibly enforcing speed limits at student crosswalks. High visibility traffic enforcement will reduce speed of vehicles traveling through crosswalks.

Strategy / Assessment / Success Criteria

Increase the number of visible traffic enforcement patrols at high use crosswalks-Brewer Hall and Houston Cole Library- Highway 21-Pelham Road.

Increase public safety messages to make drivers more aware of posted speed at crosswalks.

Reduction of traffic pedestrian accidents at crosswalks and intersections on Highway 21. No pedestrian accidents recorded for school year.

Goal Number 03- Provide positive leadership role models for students to emulate and project a positive image for the University.

Objective: 03.01

Provide positive leadership role models for students to emulate by identifying an assigning qualified employees to train and mentor student employees.

Strategy / Assessment / Success Criteria  

Match best full time employees to student workers. Student employees are assigned to knowledgeable, experienced full-time employees for training. Their personal and professional interaction will provide quality training and foster personal development for student employees. Student employees will become professionally competent and personally enhanced with increased character and emotional intelligence.

Each semester student workers will be requested to complete an evaluation on numerous quality of work issues to include; work hours, training, management/supervision, and recommendations to improve work conditions.

Goal Number 04- Actively maintain accreditation standards and successfully receive law enforcement reaccreditation every three years.

Objective: 4.1

Maintain accreditation standards and receive reaccreditation in 2006. Look at possible accreditation by IACLEA for 2006.

Strategy / Assessment / Success Criteria  

Employ one UPD officer as the accreditation manager to work on the reaccreditation standards during 2004 through 2006. Successful reaccreditation in 2006. Recommended for reaccreditation by CALEA in 2006. Will look at IACLEA for future accreditations. The IACLEA is the International Association of Campus Law Enforcement Agencies. They are recognized by our current accreditation organization.
