The Jacksonville State University Higher Education Consortium was established in 2003 Two state schools are housed here: Jacksonville State University (JSU) - JSU McClellan Center and Gadsden State Community College (GSCC) - McClellan Campus. 

Continuing Education, Institute of Emergency Preparedness, In-Service and the Northeast Alabama Police Academy have called JSU McClellan Center home since the beginning of 2005.  It will be the future site of the Archaeological Resource Laboratory and the Alabama Department of Forensic Sciences lab.

GSCC was formally in the Anniston Center on Noble Street.  They will house the traditional college students.  Their EMS and 911 programs, in addition to the core classes, e.g. English and math are housed here in the other half of building 3181.
